Title: Reality of policy making process: From social security schemes

Abstract:

Social security scheme covers wide ranging fields including pension, medical services, nursing, welfare, and public health and is closely connected to our lives. Reflecting citizens’ strong interest, media reports social security issues almost every day. However, I assume there are policies you are doubtful of.

That would be partly attributed to that the process of policy making and its implementation entails various factors intricately. Though several theories of the process have been studied and discussed in public policy field, no theory has shown its maturity. Rather, there might be no theory that can understand properly the complex reality.

Showing examples of policy making that I engaged during my 20 years work at Ministry of Health, Labor and Welfare and also referring to what I learned at the US graduate school, in this lecture, we will examine the factors that affect the process of policy making and its implementation.
