Title: The Organization, Delivery, and Financing of Health Services in the United States:  A Historical overview

Abstract:

Dr. Howell will introduce the audience to the history of health care and health care financing in the United States, and how that history has led to the high technology/high cost form of medicine in the U.S. today.  She will also compare and contrast the U.S. cost of health care to Japan and other developed countries.  The high cost of healthcare in the U.S. has led to limited access to services for individuals who do not have health insurance. This in turn has led to poorer health outcomes on average, compared to Japan and other developed countries. She will review the recent developments leading to universal health financing for U.S. permanent residents, the Affordable Care Act.  This has led to a reduction in the rate of uninsured people, but it is unclear how much impact it will have on cost or health status outcomes. In addition, the legislation remains politically controversial, which may lead to further changes in the approach the U.S. has adopted for universal coverage.
