Title: Bioterrorism and Biosecurity: From the View of Security and Crisis Management

Abstract:
International society has been confronting threats from CBRN (Chemical, Biological, Radiological and Nuclear) terrorism for a long time. Among those threats, bioterrorism is hard to deal with for responders. In contrast, it has been a useful tactic for terrorists. Once a bioterrorism incident occurs, it usually takes time to identify the following factors: when and where the biological agent was sprayed; how to estimate the affected area; whether the incident was a nature-oriented, an accidental leakage of bacteria, or a crime. This lecture will introduce several cases of bioterrorist attacks, such as the Aum-Shinrikyo’s attacks using anthrax and botulinum bacterium, the 2001 terrorist attacks sending anthrax-contained envelops, and the assassination of a Bulgarian refugee by ricin in the U.K. in 1978. Given the lessons from those events, this lecture will examine today’s countermeasures and training system, and finally stress critical roles that medical and public health experts could play.
