Abstract:

「これまでの災害等の経験・教訓から得られた、基本的な防災意識」を学んでもらうとともに、様々な場面での危機管理や防災について、考えてもらう。 普通の行政職公務員が、「熊本県危機管理監」として、平成２４年の九州北部豪雨を経験し、17日間にわたる災害対策本部での活動において、決してプロでなくても、少しの訓練や心構えで、ある程度の災害対応や危機管理対応は可能であると実感した。行政を離れた立場から、必要な際は、命や生活を守るために、自らやらなければならないことをお伝えしたい。その際に、行政や学校・会社など組織や周辺に過度に頼ることなく、自分で判断し能動的に対応することが重要であると学んでほしい。
