Abstract:

Our society has reached a major turning point following the COVID-19 pandemic. For us to survive in the “Living With COVID-19″ era, it is necessary for the country, the government, and the citizenry to be capable of responding to social changes. In such a situation, Taiwan’s TSMC, the world’s largest semiconductor manufacturer, has decided to start operating in Kumamoto. TSMC’s presence will not only strongly impact Kumamoto but also Japan and the world. Why did the global semiconductor giant choose Kumamoto, and what should we do to fully leverage the benefits of its operation in our Prefecture? Simply manufacturing semiconductors is insufficient. The key should be the creation of industries that use semiconductors.

On the other hand, awareness of the Sustainable Development Goals (SDGs) has led to a global trend. In such a context, the life science industry, which can satisfy these two needs of using semiconductors industrially within the SDG framework, will play a key role in Kumamoto’s future. To this end, I, as the Vice Governor of Kumamoto Prefecture, would like to talk about my expectations for Kumamoto University and for students who take part in the HIGO program.
