Title: Creation of Innovative Technologies through International Medical Relief

Abstract:
Japanese Red Cross Kumamoto Hospital is performing domestic and international medical relief activities and developing medial relief technologies as the Japanese Red Cross’s first base hospital for international medical relief. For quickly providing medical relief services in disaster-affected regions in overseas countries, it is important to facilitate the transfer of disaster victims and relief workers as well as the transport of relief materials (i.e. the movement of people and materials). Therefore, Japanese Red Cross Kumamoto Hospital has conducted research on logistics for protecting human life and dignity, particularly on technologies to assist self-help of disaster victims. Deliverables of the research projects include an application that encourages disaster victims to take actions to protect their own lives for the purpose of preventing the loss of lives and a sophisticated Mobility as a Service (also called “MaaS”) that provides comfortable evacuation spaces in available facilities including hotels during a disaster. In the logistic field, the hospital has developed a technology to control relief materials using electronic tags. Furthermore, it has proposed the Ambulance Drone Plan to use drones for remote medical care and drug delivery service and the Smart Design Shelter Plan to improve the living environment of evacuation centers utilizing mobile infrastructure such as mobile flush toilets. It is now conducting collaborative demonstration experiments with domestic and overseas research institutes as well as private companies with the goal of implementing these technology and plans in society. This seminar will report the disaster relief activities of Japanese Red Cross Kumamoto Hospital in overseas countries and introduce some cases in which the development of technologies for better disaster relief by the hospital has resulted in proposals of new solutions for social issues in Japan.
