Abstract:

With the goals of “shifting jobs from the public to the private sector and from national to local governments,” the so-called “great merger of municipalities in the Heisei era” was implemented as part of decentralization reform. Taking advantage of that movement and overcoming many difficulties, Kumamoto city merged with three neighboring towns and became an ordinance-designated city, which was its long-cherished wish. Kumamoto city chose to become an ordinance-designated city as a means of solving various problems such as the straw effect due to the operation of the Kyushu Shinkansen line, declining birthrate and aging population, population decline, and the growing inter-regional disparity. Ten years after the merger, Kumamoto city was seriously affected by unforeseen circumstances including the Kumamoto earthquake and the COVID-19 pandemic. While the situations of population decline and the concentration of population in urban areas have not inherently changed, has Kumamoto city taken advantage of being an ordinance-designated city as expected? In this seminar, we would like to discuss the ideal future of Kumamoto city and that of the local governments across Japan, reviewing the ten-year experience of Kumamoto city as an ordinance-designated city.
